The project aims to develop a medical center specialized in palliative care, tailored to the needs of the community of Jilava commune, neighboring localities and the southern part of Ilfov county. The investment is aligned with national public health policies and responds to a real need to expand medical and social services dedicated to patients with advanced or terminal chronic diseases.
The center will improve patients' access to specialized services, support their families and help reduce the pressure on Bucharest's hospitals by taking on cases that require continuous care, not acute treatment.

expanded access to palliative services for the local and regional community;
ensuring an adequate standard of care for patients with chronic progressive diseases;
supporting families and reducing social isolation;
formation of a multidisciplinary team specialized in palliation;
implementing international protocols for pain control and symptom management;
providing an adequate number of beds and medical spaces for patients;
modern, accessible and safe infrastructure.
By setting up this center, patients from disadvantaged areas will benefit from essential medical services close to home, in a setting adapted to their real needs.
General data and urban indicators
The building has a height of P+2E, with the possibility of withdrawing the upper floor, and a built area of approximately 860 sqm, respectively 2.580 sqm deployed.
P.O.T. proposed: ~10%
C.U.T. proposed: 0.30
The building will be located on a lightweight metal structure, with perimeter enclosures of sandwich panels and aluminum joinery with insulated glass. The interior partitions will be made of plasterboard on a metal structure, finished with antiseptic paints and Tarkett PVC wallpaper in pastel colors, suitable for the medical environment.
The exterior of the building will be realized as a ventilated facades, with engineered materials and metal cassettes for a modern and durable look.
Structure and technical solutions
The superstructure consists of metal frames, both vertically and horizontally, to ensure stability to seismic actions and variable loads. The slabs are made in a mixed system, by pouring concrete on a cutated sheet that functions as a lost formwork, with Nelson connectors for structural connection.
The infrastructure consists of continuous foundations under pillars, consisting of reinforced concrete blocks and elevations laid on a leveling layer of plain concrete. The floor slab shall be 15 cm thick.
The metal columns are hinged at the base of the foundations and embedded at the beam-column nodes for additional stiffening.
Plant and equipment
A modern air conditioning system will be used to air-condition medical premises - wards, surgeries and treatment rooms air-to-water, with four-way discharge cassette fan coils mounted in the false ceiling. They will provide the optimal temperature required for palliative care, maintaining a comfortable and controlled environment according to medical needs.
The technological integration of the facilities is designed to support the needs of a modern healthcare facility with increased energy efficiency and reduced operating costs.
The Palliative Care Center in Jilava is a strategic investment for the community, contributing to improving the quality of life of patients with advanced chronic diseases and supporting their families. The project combines modern medical solutions with an infrastructure adapted to current needs, strengthening the health services network in Ilfov County.
