The project is being developed on the basis of Urban Planning Certificate no. 769/01.08.2023 issued by the Zalău City Hall and represents one of the largest medical investments in the area. The works aim to expand the hospital infrastructure by realizing a new, modern, functional building, in line with the highest sanitary, technical and safety standards.

The investment land has a total area of 21,648 square meters, on which are arranged both existing buildings - preserved and integrated into the new concept - and areas dedicated to the future building. The existing buildings have a total footprint of more than 3,500 square meters and a total developed area of more than 22,000 square meters, to which the new planned structure will be added.

The proposed new construction

The new body will have a height regime S+P+4E+Eth, integrating critical medical functions as well as technical and administrative areas. The proposed built-up area is approximately 2,600 sq.m. and the developed area exceeds 10,600 sq.m. (excluding basements), bringing the total new construction to over 13,200 sq.m. of developed area together with underground technical spaces.

The urban planning indicators are within the allowed limits, with a P.O.T. of 28% and a C.U.T. of 1.33. The new building will have a maximum attic height of 23.85 m and 27.62 m at the facade. There are 14 new parking spaces dedicated to the building.

Need for the project and rationale for the investment

The existing hospital, built in the 70s and 80s, currently operates with 753 beds in 15 wards and 14 compartments. The current operating theater, with only seven operating rooms, is both technically and functionally outdated and does not meet the requirements of Order 914/2006.

According to the regulations, a hospital of this capacity requires minimum 21-25 operating theatres, to cover surgical specialties and the real needs of patients. The expansion of the operating capacity is vital to reduce waiting times, increase the safety of medical care and modernize the health infrastructure in the county.

Location and interventions on existing buildings

The extension is located on the north-eastern side of the C9 building, and several existing buildings have been proposed for demolition to integrate the new building, representing functions to be relocated in the new structure. The area will become a complete technical plateau for the hospital complex, integrating:

  • Modern operator block

  • ITA Section

  • Kitchen and canteen

  • Laundry and sterilization

  • Administrative area

  • Warehouses and logistics

The new traffic routes are designed to strictly respect the separation clean flows and dirty, their integration is achieved through both underground tunnels and dedicated overpasses.

Functional organization of the building

The new building integrates vertically distributed medical and technical functions:

  • 4th floor - administrative areas and technical terrace

  • 3rd floor - operating block + wake-up area

  • 2nd floor - operating block + wake-up area

  • 1st floor - ICU ward, administrative premises and STU

  • Ground floor - reception, food block, canteen, laundry

  • Basement - staff changing rooms, sterilization, workshops, storerooms, bed washing, ALA shelter

Vertical mobility is ensured by 10 specialized lifts, each dedicated to a flow: patients, clean materials, dirty materials, medical staff, supply or evacuation. Distribution is carefully correlated with the medical circuits required by health legislation.

Technical and structural solutions

The building is framed in Category A - Exceptional Importance, being a strategic construction of major interest. The structure is designed according to:

  • P100-1/2013 - Importance Class I

  • P118/1999 - Fire resistance class I

  • Rules on reduced fire risk

The superstructure is made of metal frames, with mixed concrete floor slabs and continuous reinforced concrete foundations. The facilities are designed prioritizing energy efficiency, fire safety and sanitary hygiene, and access for fire engines is provided on two sides, according to NP118 standards.

Conclusion

The new building represents a major investment in modernizing the medical infrastructure in Zalău. By expanding the operating block, reorganizing the technical functions and improving medical circulation, the project brings the hospital up to European standards, supporting the quality of medical care, patient safety and operational efficiency of the entire complex.
